Why do we spend so much time waterproofing the structure, only to leave the door open?

After British Columbia was hit by an "atmospheric river" on November 14th of 2021, the surrounding areas suffered from serious damages due to historical levels of flooding. An area of attention that has come up is the Sanitary sewer system and surface water inflow, many municipal systems became over run with inflow. At the minimum this caused a large backlash of fines to the municipal sector associated with excessive flow entering the Sanitary system.

The area where this manhole frame was replaced alongside four others with water-tight LifeSpan Manhole Covers was subject to immersion during the floods.

With 5 manholes submersed, it is estimated that this system was subjected to an additional 3,000 gallons or 11.35 cubic meters every hour these chambers were submerged.
